MS4 Program Year 2 Update – Presented by T&M Engineering

At the July 21, 2025 Board of Commissioners meeting, representatives from T&M Engineering provided an update on Year 2 of Pocono Township’s MS4 (Municipal Separate Storm Sewer System) program.


The MS4 permit, recently renewed by the PA Department of Environmental Protection and now valid through June 30, 2030—allows the Township to manage stormwater discharges into local waterways including Butz Run, Cranberry Creek, Pocono Creek, Bulgers Run, and their unnamed tributaries.


The presentation covered progress and compliance across the six required Minimum Control Measures (MCMs):

  • MCM 1: Public Education & Outreach – Continued publication and distribution of stormwater educational materials via printed formats and Township communication channels.
  • MCM 2: Public Involvement & Participation – Ongoing public engagement in the Township’s stormwater planning and ordinance development.
  • MCM 3: Illicit Discharge Detection & Elimination – Maintenance of mapping systems and dry weather screenings to identify and prevent pollution.
  • MCM 4: Construction Site Runoff Control – Enforcement of erosion control requirements and permitting processes for earth disturbance activities.
  • MCM 5: Post-Construction Stormwater Management – Oversight of long-term site runoff controls and encouragement of Low Impact Development practices.
  • MCM 6: Pollution Prevention & Good Housekeeping – Review of Township operations and continued staff training to improve stormwater practices.


Additionally, the Township continues to meet the requirements of its Pollutant Reduction Plan (PRP), aiming to reduce sediment discharge by 2,380 pounds per year.


The annual status report is due by September 30, and the Township remits a $2,500 MS4 program fee annually.

As Chair of the Pocono Township Board of Commissioners, I am responding to concerns arising from comments made during a recent public meeting.

Pocono Township is currently accepting applications for the position of Vacancy Chair. In a First-Class Township, the Vacancy Chair serves an important statutory role. If a vacancy occurs on the Board of Commissioners and the remaining Commissioners are unable to reach a majority decision on a replacement, the Vacancy Chair is called upon to cast the deciding vote. This position helps ensure continuity of governance and prevents a stalemate that could delay Township operations. This position has an annual term, unpaid, and no prior governmental experience is required. The role is activated only when needed and does not involve regular meetings.
