Pocono Township – Monroe County, Pennsylvania

Position Summary


Pocono Township, a First Class Township in Monroe County, Pennsylvania, is seeking an experienced, highly organized, and decisive professional to serve as Township Manager. The Township Manager is the chief administrative officer and is responsible for the efficient implementation of policies established by the Board of Commissioners, while ensuring accountability, transparency, and effective municipal operations.


This position requires a disciplined leader who can execute Board direction, maintain operational control, and ensure that Township business is conducted in a consistent, professional, and compliant manner.


Key Responsibilities

  • Serve as the chief administrative officer in accordance with the Pennsylvania First Class Township Code
  • Implement all policies, ordinances, and directives of the Board of Commissioners in a timely and effective manner
  • Direct and supervise all Township departments, personnel, and day-to-day operations
  • Establish and enforce administrative procedures, internal controls, and operational standards
  • Prepare, administer, and monitor the annual operating and capital budgets, ensuring fiscal discipline
  • Oversee procurement, contract administration, and vendor performance
  • Manage capital projects, infrastructure improvements, and development-related coordination
  • Ensure compliance with all federal, state, and local laws, including audit and financial reporting requirements
  • Attend all Board meetings, provide regular operational updates, and ensure proper execution of Board actions
  • Serve as the central point of coordination between the Board, staff, legal counsel, engineers, and third-party professionals
  • Respond to resident, business, and stakeholder concerns in a professional and timely manner


Qualifications

  • Bachelor’s degree in Public Administration, Business Administration, Finance, or related field (Master’s preferred)
  • Minimum of 7–10 years of progressively responsible municipal management experience, preferably in Pennsylvania
  • Strong working knowledge of the Pennsylvania First Class Township Code and municipal governance structure
  • Demonstrated experience in budgeting, financial oversight, and internal controls
  • Proven ability to manage personnel, enforce policies, and maintain organizational discipline
  • Strong communication skills with the ability to interact effectively with elected officials,  staff, and the public
  • Experience with land development, zoning, infrastructure projects, and grant administration is strongly preferred
