NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that the Pocono Township Zoning Hearing Board will hold a public hearing on Tuesday, September 29, 2026 at 5:00 p.m. in the public meeting room at the Pocono Township Municipal Building, 205 Old Mill Road, Tannersville, Pennsylvania 18372.

The hearing concerns an application filed by ATC Tower Services, LLC, on behalf of Verizon Wireless, regarding property located at 131 Maloney Lane, East Stroudsburg, Pocono Township, Monroe County, Pennsylvania, identified as Monroe County Tax Parcel No. 12.3.1.66 (PIN 12638300403666), owned by Landmark Infrastructure Operating Company, LLC, and located in the R-1 Low Density Residential Zoning District. The property contains an existing communication tower and related ground equipment. The Applicant proposes to extend the tower from a height of approximately 151.08 feet to a height of approximately 166.08 feet, to install nine antennas at a height of approximately 161 feet, and to install equipment cabinets and a 30-kilowatt generator on a concrete pad within the existing fenced compound.

The Applicant requests the following relief from the Pocono Township Zoning Ordinance: (1) a special exception under § 470-17B(3) to expand the existing communication tower use in the R-1 Low Density Residential District from a height of approximately 151.08 feet to a height of approximately 166.08 feet; (2) a dimensional variance from § 470-52F to permit a setback of approximately 146.10 feet from the nearest property line, where the Ordinance requires the base of a communication tower to be set back from all adjacent properties and lot lines a distance equal to the greater of 100% of the antenna height or the building setback required for the underlying zoning district; (3) a dimensional variance from § 470-52H to permit antennas at a height of approximately 161 feet, where the Ordinance limits antenna height to a maximum of 150 feet in any zoning district; and (4) any other interpretation, variance, special exception, or waiver that the Board determines is required for the proposal. The Applicant also asserts that the Township is obligated to approve the application as an “eligible facilities request” under Section 6409(a) of the federal Spectrum Act, 47 U.S.C. § 1455(a).

The Zoning Hearing Board will hear testimony and receive evidence from the Applicant and from other persons as permitted by law.

The complete application is available for public inspection at the Pocono Township Municipal Building during regular business hours at the address listed above. The hearing is open to the public. Persons affected by the application who have legal standing may appear and participate.
